Congress rushed to pass the ominously entitled "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001" (or so called Patriot Act) in the wake of the Sept. 11 attack. The New York Times reviews a slew of books that ponder: "the concern that under the threat of militant Islamic terrorism, we are handing over the keys of our souls
